The
Texas House Bill 3693 (HB 3693) was passed on September 1, 2007, and it
"...expands goals for reducing electric consumption in public
facilities to state agencies and institutions of higher education,
requires all cost-effective energy efficiency measures, and sets a goal
to reduce electric consumption by 5% per year for 6 years, beginning
September 1, 2007." This house bill also requires the PUC to establish
an energy efficiency cost recovery factor, and establish incentives for
exceeding minimum goals. This house bill also states "...net
metering and advanced meter networks to be deployed as rapidly as
possible to better manage energy use and control costs, and to
facilitate demand response initiatives.”
